Torturing wildlife on the taxpayers’ dime

Sometimes there just aren’t enough fluffy bunnies in the world.

There’s a U.S. federal agency called “Wildlife Services” that — like many such agencies — has a name about 180 degrees opposed to its actual purpose. Called “Animal Damage Control”  until 1997, Wildlife Services’ job is, bluntly put, to kill or otherwise control wild animals that are perceived as causing problems for humans.

Wildlife Services has a number of different programs, some of them undeniably necessary . The agency coordinates federal wildlife rabies control programs including oral vaccine distribution. It works with airports to deter flocks of geese from flying into jet engines. It plays a role in managing invasive species. Wildlife Services is a division of the US Department of Agriculture’s Animal and Plant Health Inspection Service, and much of the agency’s mission centers on protecting the interests of American agriculture.

What the agency’s best known for is protecting one specific U.S. agricultural interest — public lands livestock ranchers — from predators. For decades Wildlife Services has worked with ranchers in the American West to kill off predators so that those ranchers’ assets stand a better chance of making it to slaughter. It’s kind of a sweet deal for the ranchers: graze your sheep and cattle on land you don’t own for a dollar and change per head per month and have your competition taken out on the taxpayers’ dime. Never mind that predators can be kept away from most livestock reasonably efficiently by spending a little money, training herd dogs, keeping cattle and sheep together (cattle deter coyotes), or  hiring more herders. That’s out of pocket money for the ranchers. Corporate welfare is just as appealing in Wyoming as it is on Wall Street.

Wildlife Services has taken a lot of criticism for its coyote control methods in the past, including the use of bait stations laced with sodium fluoroacetate, a deadly poison that can inflict significant collateral poisoning on non-target animals if used indiscriminately. Putting a piece of meat out on the range unmonitored, tied to a gun designed to shoot a dose into an animal’s mouth if it tugs on the bait definitely qualifies as indiscriminate, and bait stations intended for coyotes have killed other carnivores from black-footed ferrets to golden eagles.

The agencies has also used leg hold traps and snares to capture coyotes, as well as methods like aerial hunting and use of hunting dogs. All of these are predictably controversial, with sensitive coyote huggers like yours truly taking up positions against and hard-headed pragmatists pointing out that sometimes unpleasant measures are necessary.

I would expect both sides would agree, though, that hiring out the job of coyote control to creepy sadistic assholes is unwarranted. My friends over at Demarcated Landscapes posted yesterday about a Wildlife Services’-employed “wildlife specialist” they’d noticed posting photos of his unorthodox control methods. Those photos are seriously upsetting: the t[disgusting];dr version is that he sets traps for coyotes, then sets his dogs on the immobilized coyotes to rip them to shreds.

[UPDATE: I note that there’s no actual indication that the guy was on the clock with Wildlife Services when he took the photos in question. Still, even if this was “off-duty” recreational torture, hiring him calls Wildlife Services’ screening procedures into question.]

The Demarcated Landscapes post has apparently stirred up a bit of attention: they’ve been getting hits and image downloads from the USDA office in Fort Collins (which is apparently the “gentleman’s” regional office) including photos this guy has posted to Facebook back to 2010. They cleverly saved screenshots of it all, which is lucky because the guy’s Twitter and Facebook accounts seem to have been closed in the last few hours.

I’m not saying here that it’s uniformly wrong to kill problem coyotes, though Project Coyote has a wide range of excellent resources for people interested in more peaceful methods of coexistence. But if you need to trap a coyote, you’ve got it trapped, you have a gun, and you decide to kill it as a form of one-sided blood sport? I completely agree with Demarcated Landscapes in their summation of the situation:

Please, someone, get this man psychological counseling. Anyone who is entertained or amused by letting his dogs kill a trapped coyote has something very, very wrong with him.

Appallingly enough, this method of killing coyotes seems not to be illegal in much of the west — it’s apparently not even particularly unusual. But on the federal payroll? Humans versus wildlife

I figure we could use some less-than-apocalyptic news today. Over the last couple decades, the management of Tilden Regional Park in the hills above Berkeley, California has closed a main road artery through the park each year between November 1 and April 1 in order to protect a local amphibian. The road parallels a seasonal creek; each autumn when the rains start local members of the species Taricha torosa, a.k.a. the California newt, head for the creek to find pools in which to mate. For many of them this involves crossing the road, and even though it’s not a heavily traveled road at the busiest of times that’s still more traffic than the newts can handle.

The California newt is one of those species, like the blue-ringed octopus and the pufferfish, that counts tetrodotoxin among its defense mechanisms. There’s a recorded human fatality involving a related species  — the rough-skinned newt, Taricha granulosa, one of which was swallowed by a drunken Oregon fratboy — but as far as I know the California newt boasts neither a human body count nor spurious pharmazombie folklore like other tetrodotoxic species. The newt’s egg masses are well-endowed with tetrodotoxin as well. Some  garter snakes have developed a resistance to tetrodotoxin and can eat the eggs, but mainly they’re left alone.

Like a lot of very toxic species, the newts’ defense mechanism relies on communicating that toxicity to its attacker. Poke at a California newt and it will usually display its bright orange belly, which any sensible predator would take as a warning of a bad stomachache or worse. Sadly, this defense does little to deter a speeding Buick.

This fall the rains started early, and the newts — apparently belonging to that 47% of American species that refuse to take responsibility for their lives by checking a calendar — started crossing the road a week or two before the closure. The road started to become dotted with little bright-orange corpses. And so the discussion started up between the management of the East Bay Regional Park District and local residents. Should the Park close the road early to protect the newts, or would that add unnecessarily to the inconvenience of the seasonal road closure?

It’s not surprising that there would be conflict. What’s surprising is which parties took which sides. As the blog Berkeleyside reports, it’s the Park that’s being recalcitrant about acting to protect the newts, and the locals who would presumably be most inconvenienced who’re demanding the road be closed.

David Wake, who has lived in the Park Hills neighborhood since the late 1970s, has been studying salamanders and newts since the late 1950s. Professor of the Graduate School in Integrative Biology and Curator, Museum of Vertebrate Zoology at UC Berkeley, he said newt populations have fallen dramatically in recent years, although the closure of South Park Road has helped.

On a neighborhood listserve Wake wrote: “The movement patterns are not governed by human calendars. Males move with the first substantial rains. They migrate in the direction of the creek.  Females come later. But breeding is not completed until the creeks start receding, late in the rainy season. This means that males get knocked off in late October (our first rains typically arrive during the last two weeks of October), and females get knocked off in early- mid-April, when they leave the stream with our last rains. The closure of the road should be extended for two weeks on either end.  I have made this case for many years, unsuccessfully… The tragedy of the newts is that in most years their breeding is completely unsuccessful.”

I’ve been reporting on human-wildlife interactions for twenty years now, and these things almost always get cast as “humans versus wildlife,” as though the right of humans to build something or get a particular job or drive via the shortest route possible on the one hand, and the survival of wildlife species in the other, are of equal weight. A startlingly similar situation here in the California desert involves the Coachella fringe-toed lizard, which depends on what the ecologists call “blow-sand” habitat. Blow-sand habitat is pretty much what it sounds like: in the desert, sand flows downwind from one basin to another, creating distinct habitats with distinct assemblages of sand-adapted vegetation and fauna. The Coachella fringe-toed is one of those fauna, relying on loose sand for shelter against temperature extremes and predators, and its eponymous toe fringe helps it run across that loose sand the way snowshoes help you walk on snow.

The Coachella fringe-toed lizard has had something like three quarters of its habitat destroyed in the last 40 years by sprawl in the Coachella Valley: suburbs, strip malls, golf courses and light industrial development have exploded in the north end of the valley. One of the last stretches of open blow-sand habitat is along the course of the Whitewater River, which flows out of the San Bernardino Mountains into the valley. By the time it reaches Palm Springs the river’s water is mainly underground, and the riverbed an expanse of open sand — fringe-toed lizard habitat.

Three major roads cross that section of river. There are three or five days per year when the wind picks up even more than usual, blowing sand  reduces visibility to near zero, and the police have to close those roads. Engineers could build baffles or fences to keep the sand from blowing across the road quite so much, but that would reduce the flow of sand to the lizard habitat on the downwind side of the road. So instead some people in the Coachella Valley must, a few days a year, add two or three miles to their commute, and the local paper’s website fills with complaints about radical environmentalists prioritizing a lowly lizard over their god-given right to drive wherever the fuck they want to.

There are, of course, people in the Coachella Valley who like having the fringe-toed lizard as a neighbor, and they just don’t happen to write reactionary comments on the Desert Sun’s website. And there are certainly people in the Berkeley Hills who grumble about the goddamn newts making it take 15 minutes longer to get to the golf course. My casting the Berkeleyside piece as an indication of the more advanced ecological sentiment of people in the East San Francisco Bay area would certainly obscure some important nuance. But I’m gonna do it anyway. Even though I lived for 22.5 years before I ever got there, I think of Berkeley as my home town. Seeing my former neighbors turn the usual “humans versus wildlife” trope upside down makes me proud. And homesick.

I’ve been a lot quieter here the last week or so than I’ve wanted to be, mainly due to a low-grade ick of some sort that’s been making me not much good for anything after 4 pm for the last two weeks. The old immune system seems to be kicking in, though, and forecast is good for the weekend at which point my poking at wasp nests and mispronouncing shibboleths will pick up speed again.

Speaking of forecasts, those of you who are among the 67 million people staring down the barrel of Hurricane Sandy may well want to take note of the calm, measured language meteorologists are using to describe what the first few days of next week may be like between Virginia and Maine:

A very prominent and respected National Weather Service meteorologist wrote on Facebook last night, “I’ve never seen anything like this and I’m at a loss for expletives to describe what this storm could do.”

Weather blogger Mike Smith has a pretty authoritative rundown of likely effects of Hurricane Sandy, and if you’re in harm’s way you’ll want to read his post. Just for the sake of preparedness, his recommendations for weathering the storm:

  • Get prescriptions refilled now, especially if your doctor must approve the refill.
  • Vote. If the stronger models are correct, power could still be out in some places on election day. Regardless, that is one less thing you will need to do. The election will not (and shouldn’t) be postponed.
  • If you can get an electrician to install a generator, get it done. Do not try to install a generator yourself.
  • If you don’t have a generator, get a power inverter or two. Radio Shack and similar stores sell them. They are a “poor man’s generator” and will keep your cell phone, laptop, and similar charged.
  • Keep your car’s gas tank full.
  • If you have a wood-burning fireplace and you know your chimney is clear, get wood. Keep some indoors to keep it dry during the storm. You may need it to heat your home.
  • If you live in a 100-year flood plain (you can check at city hall or your library) or on the coast figure out your evacuation strategy now. Make your list of things you will take with you.
  • Fill a few gas cans (the type you would use for your mower) to have extra in the event of power failures.
  • Purchase extra staples. Without power, stores will be closed.
  • Purchase booster batteries for your cell phone and other essential equipment. If you need insulin or other medicine that must be kept chilled make plans now.
  • Consider what you would do if you were without electricity for a month. If you have an invalid living with you who requires electricity, there will be areas that will be without for weeks. Be proactive.
  • If you live in a heavily wooded area, does someone in your vicinity have a gasoline-powered chain saw? Does it have fuel and a reasonably good chain/blade? Test it, now.
  • Get to an ATM. Without power, credit card readers and ATMs will not be working. In a disaster, cash is king.
  • And, if you are planning to travel by air to or through airports between Richmond-Boston Monday through Wednesday, forget it.

With any luck, this will all be way overblown — if you will pardon the expression. Then again, I recall the last time I saw meteorologists start losing their cool and saying things that were so incredibly frightening they couldn’t possibly have been real, as in this National Weather Service forecast from some years back:

DEVASTATING DAMAGE EXPECTED

That warning was issued the day before Hurricane Katrina made landfall along the Gulf Coast in 2005. Of course much of the actual suffering and death from Katrina resulted from engineering incompetence rather than directly from the force of the storm. Let’s just all be grateful that there are no badly engineered public works anywhere on the Eastern Seaboard, amirite?

SciAm video whiffs it on this extinction event

I usually like Scientific American’s short science explainer videos, but this one — Instant Egghead – Are We Facing the Sixth Mass Extinction?” — bothers me for a few reasons.

Fred Guterl starts off by saying that we don’t know yet whether our current extinction event qualifies as a “mass extinction.” It’s a bit of a semantic question, as the threshold for what constitutes a mass extinction is debated, and some rankings put different events in the top five. But let’s just take Guterl’s statement as meaning “we don’t know whether this current extinction is as big as the really big ones we’ve had in the past.” It’s an excellent point. It’s become received wisdom among a certain crowd that we’re facing Big Dieoff 6.0, and reminders that this isn’t necessarily any worse an event than, say, the extinctions at the end of the Eocene are always good. Not that the end-Eocene extinctions were a kitten romp.

The video goes off rather quickly, though, starting with the quick “citation” of a UNEP estimate of up to 200 species extinctions per day, which seems to have been taken urban legend style from an estimate Norman Myers made in the 1970s. Myers gave the range as 50-200, and he was saying 50 in 2006. We’ve seen a lot of estimates by different biologists. In 1993 E.O. Wilson offered an estimate of 30,000 species per year going extinct, about 85 a day. It depends on what models you use, and those models are the topic of debate.

Still, that’s more an editing quibble than anything. Few maintain that species aren’t going extinct faster than is “usual” for the Cenozoic.

There are a couple other WTF moments in the video, chief among them the statement that the end-Permian extinction was caused by Siberian lava flows igniting large coal deposits, creating a atmospheric CO2 spike “on the order of what we’re seeing today.” There’s certainly lots of evidence to support the idea, but it’s not a slam dunk, and other mechanisms remain possible.

There’s also an interesting mention of passenger pigeons that goes nowhere. In the context of species extinction rate models Guterl mentions that there was a population of billions of passenger pigeons in North America for who knows how many millions of years, and yet only two fossils of the species are known. And then he drops it, not explaining the fact’s relevance. I mean, I got there, and you probably did too — it implies that for each species we know went extinct back in the day, there were likely many we don’t know of whose fossils we have not yet found. What that implies in terms of past extinction rates I’m not sure: it’scertain that species we don’t know of  went extinct and aren’t counted in the totals, but it would seem equally plausible that species we don’t know about survived the extinctions of the past, or that species we do know about that we now count as victims of mass extinctions actually survived those extinctions but left no trace for a few millon years afterward. Perhaps someone here with a better understanding of paleontology can help me out with this. In any event, it would have been nice to have Guterl finish his thought there.

My biggest problem with the video, though, is in Guterl’s suggestion that our changing the atmosphere’s composition — referring to the end-Permian extinction, as well as the “Great Oxygenation” of the Paleoproterozoic — is what’s got scientists worried about mass extinction these days, given that we happen to be adding CO2 to the atmosphere faster than the Siberian Traps did 252 million years ago. And scientists are indeed worried about the effects of climate change on biodiversity.

But scientists working on studying and preserving biodiversity — which after all is the positive way of saying “not having a mass extinction’ — are worried about a whole lot more than climate change. We could completely solve the atmospheric CO2 overburden on Tuesday and still be faced with an extinction crisis as we plow up grasslands, cut down forests, bottom-trawl the oceans, and build new sprawling cities on land that once supported wildlife.

The IUCN identifies habitat loss as the main threat to 85% of the species it lists as “Threatened” or “Endangered” on its Red List. The Red List includes 391 terrestrial plant species of all threat levels described as potentially threatened by climate change or severe weather, compared to 5,582  that may be threatened by human disruption of their habitat. The equivalent numbers for terrestrial animal species are 1,991 potentially threatened by climate change and 13,388 by habitat disruption.

There are errors inherent in the IUCN data that stem mainly from lack of resources to assess species, but the implication is clear. Climate change is thought to pose a serious threat to many species. Human-caused habitat disruption is likely a more serious threat.

One of the problems I have with the mainstream environmental movement these days is that “environmental protection” has been conflated with “climate change mitigation.” You can search environmental publications in vain for a long time for mentions of other issues. When I started editing environmentalist publications in 1992 — the year of the first Earth Summit, in Rio — public attention was about evenly divided between the importance of preserving biodiversity and the threat of climate change. You can see evidence of this in the newly revamped Google Ngram viewer, by comparing mentions of the relevant phrases in books archived by Google as a function of time:

Expressed as a percentage of text in all books in the database, “biodiversity” peaks relative to “climate change” in 1997, then actually starts to decline in 2003. “Climate change” gains the lead the year the Al Gore’s movie came out. Google’s data runs until 2008. My personal anecdata would suggest that the lead “climate change” started developing in 2006 probably grew dramatically after 2009, with biodiversity likely to catch up a little bit sometime next year due to renewed attention to the issue on the UN front.

The point is that environment has become synonymous with climate in many minds. Thinking of biodiversity as of secondary importance (at best) to climate change has resulted in proposals to stem climate change that would actually harm biodiversity. They include everything from seeding oceans with iron to cutting down rainforests for biofuel soy plantations to siting utility-scale solar plants on intact and biodiverse desert habitat when there are former alfalfa farms in the neighborhood.

By mentioning only climate change in a video that purports to address whether we’re facing a mass extinction, Scientific American helps promote this emphasis on climate change — which is obviously a huge threat — to the exclusion of the greater causes of current extinctions. Yes, it’s a video lasting less than three minutes, but one could easily mention agricultural conversion and overfishing and forest clearcutting in a short video. They aren’t complicated concepts.

By all means, SciAm should rail against climate change. SciAm should persuade people to look at their carbon footprints, to demand changes in the way we run our industrial society, and to challenge the idiots in charge who’d deny any climate problem exists. But this was supposed to be a video on the current extinction event, and you somehow failed to mention the larger causes of that extinction. That does a disservice to SciAm’s viewers — and to the science.

The bad news is that I was just diagnosed with endometrial cancer. I got the initial biopsy results Saturday, and met with the oncologist Tuesday.

The good news about the bad news: To the degree that there is a “good” kind of cancer, this is the good kind: well-differentiated cells, Class 1, in a body part that I have no great need of and am fine with having removed. But it’s still, you know, cancer.

Greta is one of those people who’s always looking out for other folks; since I’ve started reading her I’ve seen her lend her voice to help a number of people who are having tough times. (I was one of those people this year, dealing with misfortune not even in the same league as what’s Greta’s been handed, but she helped me anyway.)

Getting water from a stone

That’s what it looks like in Rancho Santa Margarita, Orange County, California. It’s a lovely suburb if you swing that way, I suppose. It’s fairly affluent. Median household income in 2007 was just over 95K, according to the usual completely unimpeachable sources, and the percentage of RSM residents living at or below the poverty line is less than 3%.

RSM is also described by the above-mentioned unimpeachable source as having had phenomenal growth in population during the 1990s. The city went from around 11,000 residents to more than 47,000. But the following decade was different. Between 2000 and 2010, RSM added fewer than 1,000 new residents to its Homeowners Association’s membership rolls. That’s not a situation anyone wants, as long as you define “anyone” as “developers.”

The problem is water. RSM is in southern Orange County. Southern Orange county doesn’t have enough groundwater for the people who already live there: there’s no way it can make those needed further 300% increases in its population without finding some.

And so the Santa Margarita Water District is very interested in whatever water they can find. And right now they think they’ve found some.

Paper describes cost of biodiversity, though not its value

Any excuse to post a photo of a pika is a good one.

This is interesting: a new paper in Science purports to chart the cost of protecting what’s left of the world’s biodiversity, and the figure seems be eliciting gasps:

We estimate the cost of reducing the extinction risk of all globally threatened bird species (by ≥1 IUCN Red List category) to be US$0.875-1.23 billion annually over the next decade, of which 12% is currently funded. Incorporating threatened non-avian species increases this total to US$3.41-$4.76 billion annually. We estimate that protecting and effectively managing all terrestrial sites of global avian conservation significance (11,731 Important Bird Areas) would cost US$65.1 billion annually. Adding sites for other taxa increases this to US$76.1 billion annually. Meeting these targets will require conservation funding to increase by at least an order of magnitude.

I haven’t taken a look at the methodology, what with being on the wrong side of the JSTOR Curtain, but a reviewer quoted by Daniel Cressey in Nature’s article on the paper has said the work seems “smart,” though he does point out that its scope is limited.

Henrique Pereira, who works on international conservation issues at the University of Lisbon in Portugal, says that although there are uncertainties inherent in extrapolating from birds to all species, the work is an “extremely smart paper”. “For the first time we have an estimate of how much these targets will cost,” he says. “For any negotiations that occur over the next few years [on CBD targets], these numbers can be used as a reference.” But Pereira also points out that the figure is for just two of the 20 targets agreed by the CBD. “If you look at the range of targets for 2020, the total bill will be higher,” he says.

If the paper’s emphasis is on protecting habitat, as the abstract and the Nature coverage seems to indicate, then there are a few issues unaccounted for. The North American pika, for instance, is in trouble — and not because its habitat isn’t legally protected. Of course in the absence of a copy of the full paper I really can’t do anything but armwave on its possible limitations. [Edit: I now have a copy. thanks!]

But writer Daniel Cressey’s angle on the $76 billion figure in his news piece in Nature is interesting. His lede:

Protecting all the world’s threatened species will cost around US$4 billion a year…. If that number is not staggering enough, the scientists behind the work also report that effectively conserving the significant areas these species live in could rack up a bill of more than $76 billion a year.

Cressey does include a quote from study leader Stuart Butchart mentioning what we get back from protecting that biodiversity, including things like pollination services (estimated at $2 billion) and carbon sequestration ($6 billion), Butchart also mentions that $76 billion isn’t a huge amount given what we as a species spend on other things.

An example: the world plowed $1.74 trillion into military expenditures in 2011, according to the Stockholm International Peace Research Institute. $76 billion is a scoche more than 4% of that.

Or, for a less obvious example, $76 billion spent worldwide to conserve biodiversity is a significantly lower amount than tourists spent in California in 2011, according to one estimate. A person with access to surveys could tease out how much of that gross income would disappear if California lost its biodiversity; at least some of those tourists came to see the redwoods and the Joshua trees.

The Oblivion Bridge

Early last month I threatened all of you that I might be moving some of my old posts from Creek Running North / Coyote Crossing  to this joint, assuming they’re appropriate for the venue. I see it’s been a month since I did so. Somewhat coincidentally, I’ve been a little mopey for the last couple weeks over the sixmonthiversary of having to say goodbye to my friend Thistle, and a post I wrote six months ago last week seemed very much appropriate for Pharyngulizing.
