The Ohio Department of Transportation released the following video.
The use of the tune Yakkety Sax to accompany speeded up video (a gag used extensively by comedian Benny Hill) can make pretty much any video funny. But what this driver did was not funny at all and s/he was lucky not to have caused a serious accident.
The whole thing may not have been some kind of stunt pulled by a whimsical driver because ODOT advises in the caption to the clip:: “Pro tip, if your vehicle isn’t running properly, pull safely to the side of the road and call for assistance. Thankfully, no one was injured in this incident.”
It may be that what happened is that for some reason the car could only run in reverse and the driver, displaying considerable skill but poor judgment, decided that this was the way to get out of traffic.
ODOT ends the video with this good advice: “Please, don’t be that driver”.

That is a very good question. I cannot think of a reason except serendipity.

Most, if not all, of those type of traffic cams are controllable. It is plausible that, considering the traffic was rather heavy, the cam was being monitored at that time and so was able to track the action.
