If the situation wasn’t so sad, this video would be funny, especially the Italian segment. Being of Italian heritage, I couldn’t help but laugh when I heard the officials chastising their people in a manner so familiar to me. Reminded me of my family.

Oliver you didn’t even notice that the hamster running for president is just a scam, I mean it is clearly younger then 35.
On a bit more serious note. Yes, while Trump can’t force governors to undo stay at home/lock down/shelter in place orders, He can deny them the resources in such a way as to reduce the effectiveness of those orders. And he seems to have done so already by denying or reducing requests for resources from the federal government to those states while fully honoring the requests by for example Florida.
the DPA goes even further then just allowing the allocation of end products. With it they could go to Durex, take all the latex in the factory and ship it to the nearest surgical glove factory for example.
What I missed during the part about states bidding on materials that that is a task that in most (if not all) emergency plans was relegated to the federal government.
