Rodrigo Duterte, president of the Philippines:
Philippine President Rodrigo Duterte last week told soldiers to shoot female rebels in their genitals, the latest in a series of violent, misogynistic remarks.
Addressing a group of former communist rebels on Feb. 7, Duterte, who served as a city mayor before becoming president, appeared to encourage Armed Forces of the Philippines (AFP) to target women in conflict.
“Tell the soldiers. ‘There’s a new order coming from the mayor. We won’t kill you. We will just shoot your vagina,’” he said.
“If there is no vagina, it would be useless,” he continued, appearing to imply that women are useless without their genitals, according to local media reports.
Donald Trump, president of the United States:
“We’ve had a great relationship,” Trump told reporters, sitting with Duterte at the start of the bilateral meeting. “This has been very successful.” He praised Duterte’s handling of the summit and said, “I’ve really enjoyed being here.”
As Trump pivoted to talking about the nice weather in Manila, Duterte cut off the American reporters who tried to press Trump on human rights.
“Whoa, whoa,” he protested. “This is not a press statement. This is the bilateral meeting.”
Duterte at one point called reporters “spies,” prompting Trump to chuckle. “You are,” Duterte repeated.

Is there an authoritarian Trump doesn’t admire? Even his attitude towards JJU, I suspect hides a bit of jealousy. There is nothing more that Trump desires than absolute control and the means to impose his prejudices on the entire nation, hell, the world if he could find a way.
As for Duterte, if there was ever a rationalization for some secret CIA shit to incite a rebellion or coup, this might be it before ISIS accrues much more power there. Between the Philippines and Indonesia, the sands our troops are fighting in could move from deserts to beaches. We don’t need a “Muhammad don’t surf!” moment.

But it’s wrong to suggest someone shoot him in the head?

Given that he is an outright “elected” terrorist who encourages the police to shoot anybody that looks like they are a drug dealer, a subtle hint might be justified.
I have not been able to comprehend how he is not a complete pariah on the world stage (USA excepted, of course, as there seems to be no right-wing nut job the US Gov’t does not love).
Admittedly I have not been watching closely but I have not heard denunciations at the UN in any of the relevant bodies, or perhaps in Brussels.
Canada has actually gone as far as planning an enquiry into some helicopter sales to the Philippines, for some reason having just noticed Dutarte’s human rights record. Sheesh!

from my observation of the political scene here in the US and the seeming teleconference the democratic party to really take a stand against the worst part of the reactionary party politics I would say that the main reason is just plane fear. It was one of the more appealing aspects of Bernie Sanders and it might be part of the appeal of Trump.
So many of the prominent politicians seem to great difficulty taking any stand that is definite or at least saying anything that can be seen publicly definite.’weasel words instead

He’s not just having his death squads shoot drug dealers, but people suspected of being drug users too, including young teenagers. The man is utter scum, actually worse than Maduro and that takes some doing.
