Geraldo seems to do something like that every couple of months or so, go against Fox News orthodoxy. Probably because he’s old, and didn’t spend most of his working life in the Fox News bubble.

The other part of it, I think, is that one of Rivera’s greatest flaws as a reporter is that he always tried to insert himself into the story. (Some of us older folks from before he completely ruined his reputation may remember one time when he wore a wire and was acting as the go-between for a drug bust… and one of the people being targeted by the bust recognized him. To his credit, he managed to keep it cool. “You know, you look a lot like Geraldo Rivera.” “Yeah, I get that a lot.”) He was always much more of an opinion-speaker and editorializer than news reporter. He wanted to be known for being a news person like Cronkite rather than get himself out of the way.
That same flaw, though, probably makes him a lousy talking head/hand-puppet, because he just tends not to stay on script if sees an angle that he thinks makes a ‘better’ story.
