I don’t have bath house experience, but as far as public swimming facilities, yes, they suck. I think that might be universal.

I’m not sure why the English title is Bath house. Simhall* means a building with indoor swimming pools, meant for swimming education, sports and exercise, with showers and often a sauna (bastu in Swedish) as far as I understand it. Also, the facilities in the animation look as if they’re built for sports and fitness, not to function as a spa.
Looking at Wikipedia, Swedes do consider simhall one type of badhus (bath house).
Yes, the tile desert may be universal. When it’s clean, it looks boring, and when it isn’t, it looks nasty.
