Would have mistaken it for hortensia, if it weren’t for the leaves.
That was my thought as well. I have some snowball hortensia in the garden that looks like this.

I got curious over what is this plant (and checked the Pfft): It’s Viburnum opulus from the temperate parts of Europe and this is probably the “snowball” cultivar of guelder rose. The wild form is called koiranheisi in Finnish (dog’s viburnum) and the snowball form is lumipalloheisi (snowball viburnum).
